Summary

This bill amends the Higher Education Act to expand disclosure requirements for foreign gifts and contracts to U.S. educational institutions. It lowers the reporting threshold for gifts or contracts from foreign sources not associated with designated "covered nations" from the current level to $250,000 or more, while requiring disclosure of any amount from foreign sources associated with covered nations. The bill requires the Secretary of Education to transmit copies of all disclosed foreign gifts and contract reports to the Director of the FBI and Director of National Intelligence within 10 days of receipt. Additionally, the Secretary must send all existing Section 117 disclosure records to these agencies within 90 days of enactment, regardless of the date received or current status.
