To amend title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs.
Summary
This bill modifies the criteria for which independent study programs can be approved for veterans' educational assistance benefits under the Department of Veterans Affairs. It requires that approved independent study programs include regular and substantive interaction between students and instructors, rather than allowing purely self-paced study. The bill also clarifies that eligible institutions must be accredited institutions of higher education that participate in federal student financial assistance programs authorized under title IV of the Higher Education Act. These changes take effect for educational programs beginning on or after August 1, 2025.
