Summary

This bill amends the Individuals with Disabilities Education Act to gradually increase federal funding for special education services provided to students with disabilities. Currently, the federal government funds only a portion of the cost; the bill mandates a phased increase in federal funding from fiscal year 2026 through 2035, ultimately reaching 40 percent of the average per-pupil expenditure in public schools by fiscal year 2035. The funding amount is calculated based on the number of children with disabilities receiving special education services and the average per-pupil expenditure across U.S. public schools. The bill provides both authorized appropriations and mandatory funding levels for each fiscal year, with funding levels increasing incrementally as a percentage of education costs until reaching the full 40 percent target.
