Summary
This resolution amends House Resolution 211 to clarify that days occurring during the first session of Congress count as calendar days for purposes of the National Emergencies Act. Specifically, it removes section 4 of House Resolution 211, which had imposed different time-counting rules. This change affects the timeline for Congress to consider and vote on a joint resolution to terminate the national emergency declared by the President on February 1, 2025. The amendment takes effect retroactively, as though it had been part of the original House Resolution 211 adopted on March 11, 2025.
