HRES 28 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Eliminating the restriction that witnesses may appear remotely at proceedings of committees of the House of Representatives only at the discretion of the chair of the committee.
Summary
This House resolution modifies the House Rules to change how witnesses can participate in committee proceedings. Currently, the rules allow witnesses to appear remotely at House committee proceedings only if the committee chair permits it. This resolution removes that discretionary requirement, allowing witnesses to appear remotely at committee proceedings as a matter of right, without needing the chair's individual approval. The change amends Section 3(i)(1) of House Resolution 5, the standing rules for the House adopted at the start of the session.
