IN THE HOUSE OF REPRESENTATIVES

Mr. Mackenzie submitted the following resolution; which was referred to the Committee on Rules

RESOLUTION

Amending the Rules of the House of Representatives to restrict a recorded vote on any question put before the House after a certain hour, and for other purposes.

Resolved,

SECTION 1. SHORT TITLE.

This resolution may be cited as the “Protecting Deliberative Process in the House Resolution”.

SEC. 2. RESTRICTIONS ON RECORDED VOTES IN THE HOUSE.

Rule XXIX of the Rules of the House of Representatives is amended by adding at the end the following new clause: “5. Notwithstanding any other rule of the House, no recorded vote conducted pursuant to the voting procedures under rule XX may be ordered on or after 11:00 p.m. on any day the House is in session unless it is determined, by an affirmative vote of at least three- fourths of the Members voting, a quorum being present, that exigent circumstances exist such that an exception to this requirement is warranted.”. <all>
