Latest action (May 7, 2026) Referred to the Committee on Ethics, and in addition to the Committees on the Judiciary, and Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

Summary

This resolution amends the House Rules to prohibit Members of Congress, Delegates, Resident Commissioners, and House officers and employees from entering into or participating in prediction market contracts or transactions. Prediction markets are agreements dependent on the occurrence or nonoccurrence of specific events, such as betting on election results or legislative outcomes. The prohibition applies to any agreement, contract, swap, or transaction involving commodities as defined by the Commodity Exchange Act that depend on whether a particular event occurs. An exception is made for legitimate insurance products where the insured holds a lawful insurable interest. The resolution also expresses the sense of Congress that the executive and judicial branches should adopt similar restrictions on prediction market participation by their officials and employees.

RESOLUTION

Amending the Rules of the House of Representatives to prohibit Members of the House from entering into certain agreements, contracts, or transactions with respect to prediction markets.

Resolved,

Rule XXIII of the Rules of the House of Representatives is amended—

(1) by redesignating clause 22 as clause 23; and
