RESOLUTION

Providing for consideration of the bill (H.R. 8029) making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the resolution (H. Res. 1128) expressing the support of the House of Representatives for the Department of Homeland Security; providing for consideration of the bill (H.R. 5103) to establish a program to Beautify the District of Columbia and establish the District of Columbia Safe and Beautiful Commission; providing for consideration of the bill (H.R. 7084) to amend title 46, United States Code, with respect to the types of vessels that may enter or operate in navigable waters of the United States or transfer cargo in any port or place under the jurisdiction of the United States, and for other purposes; and for other purposes.

Resolved, That upon adoption of this resolution it shall be in order to consider in the House the bill (H.R. 8029) making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2026, and for other purposes. All points of order against consideration of the bill are waived. The bill shall be considered as read. All points of order against provisions in the bill are waived. The previous question shall be considered as ordered on the bill and on any amendment thereto to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their respective designees; and (2) one motion to recommit. Sec. 2. Upon adoption of this resolution it shall be in order without intervention of any point of order to consider in the House the resolution (H. Res. 1128) expressing the support of the House of Representatives for the Department of Homeland Security. The amendments to the resolution and the preamble printed in the report of the Committee on Rules accompanying this resolution shall be considered as adopted. The resolution, as amended, shall be considered as read. The previous question shall be considered as ordered on the resolution and preamble, as amended, to adoption without intervening motion or demand for division of the question except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Homeland Security or their respective designees. Sec. 3. Upon adoption of this resolution it shall be in order to consider in the House the bill (H.R. 5103) to establish a program to Beautify the District of Columbia and establish the District of Columbia Safe and Beautiful Commission. All points of order against consideration of the bill are waived.
