HRES 1104 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Directing the Office of Congressional Conduct to establish standards of conduct related to mental capacity of members of the House of Representatives.
Summary
This resolution directs the Office of Congressional Conduct to develop standards defining misconduct for House members who are unable to conduct themselves appropriately due to significant and irreversible cognitive impairment. Within 180 days, the Office must develop this standard and report to the Committee on Ethics, which then has 90 days to either adopt that standard or develop its own. The resolution also requires the Committee on Ethics to create and publicly release guidance that allows House employees to confidentially report concerns about members' mental capacity to appropriate committees and legislative offices.
