IN THE HOUSE OF REPRESENTATIVES

Mr. Larson of Connecticut introduced the following bill; which was referred to the Committee on Foreign Affairs, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To amend the War Powers Resolution to provide for the limitation on Federal funding in contravention of the requirements of the War Powers Resolution.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. LIMITATION ON FEDERAL FUNDING IN CONTRAVENTION OF THE REQUIREMENTS OF THE WAR POWERS RESOLUTION.

The War Powers Resolution (50 U.S.C. 1541 et seq.) is amended by adding at the end the following:

“SEC. 11. LIMITATION ON FEDERAL FUNDING IN CONTRAVENTION OF THE REQUIREMENTS OF THIS JOINT RESOLUTION.

“(a) In General.—No Federal funds available to the Department of Defense or any other Federal department or agency may be obligated or expended to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, or to provide for the continued use of such forces in hostilities or in such situations in contravention of the requirements of this joint resolution.

“(b) Exceptions.—The limitation in subsection (a) shall not apply with respect to the use of United States Armed Forces to respond to—

“(1) a national emergency created by an imminent attack upon the United States, its territories or possessions, or its Armed Forces; or

“(2) an imminent attack upon an ally or partner of the United States.”. <all>
