Improving Mentorship in STEM Higher Education Act
To amend the Research and Development, Competition, and Innovation Act to direct the Director of the National Science Foundation to carry out a mentorship demonstration program, and for other purposes.
Summary
This bill directs the National Science Foundation to establish a mentorship demonstration program that provides competitive awards to colleges, universities, and nonprofits to improve mentorship practices for faculty, graduate researchers, and postdoctoral researchers. The program aims to build mentoring skills, promote institutionalized mentorship, research mentorship methodologies, and train researchers in cultural competencies. Special consideration in awarding funds is given to minority-serving institutions, historically Black colleges and universities, Tribal colleges, rural institutions, and emerging research institutions. The Director of the National Science Foundation must report to Congress within five years on the program's effectiveness in improving mentorship quality, with recommendations for permanent implementation if successful. The bill also requires institutions and agencies to establish clearer reporting processes for harassment, discrimination, and scientific misconduct, and authorizes $5 million in funding for the program from 2027 through 2031.
