To amend the United States Housing Act of 1937 to alter the eligibility requirements for eligible youths to receive tenant-based rental assistance, and for other purposes.
Summary
This bill expands eligibility for federal rental assistance programs for foster youth by extending the timeframe for leaving foster care from 90 days to 180 days. The bill removes the requirement that eligible youth be homeless or at risk of homelessness, making the rental assistance available to a broader group of youth transitioning out of foster care. The bill clarifies that Education and Training Voucher amounts provided under the Social Security Act are not counted as income when determining eligibility for housing assistance. The Department of Housing and Urban Development must update all its guidance and materials to reflect these new eligibility requirements. The bill also directs HUD and the Department of Health and Human Services to coordinate efforts to improve access to housing assistance and supportive services for current and former foster youth.
