Ensuring Justice for Victims of Partial-Birth Abortion Act
To amend title 18, United States Code, to require the Attorney General to investigate alleged violations of the partial birth abortion ban.
Summary
This bill directs the Attorney General to investigate whether the remains of five babies discovered by DC police in March 2022 involved violations of the Partial-Birth Abortion Ban Act of 2003, and requires a report within six months. The bill amends the partial-birth abortion ban statute to explicitly require the Attorney General to investigate and enforce alleged violations. It establishes a mandatory reporting requirement for healthcare practitioners and clinic employees who become aware of violations to immediately report them to state or federal law enforcement. The bill requires the Attorney General to submit annual reports to Congress documenting steps taken to inform providers of their compliance obligations, alleged violations over the previous 10 years, and enforcement actions taken. The bill also directs the Government Accountability Office to review enforcement actions related to the ban from 2004 through 2024 and recommend ways to strengthen enforcement.
