To amend the Magnuson-Stevens Fishery Conservation and Management Act to provide for the regulation of fishing in marine national monuments.
Summary
This bill amends the Magnuson-Stevens Fishery Conservation and Management Act to change how fishing is regulated in marine national monuments. It prohibits fishing in marine national monuments from being regulated or restricted through presidential proclamations under the Antiquities Act of 1906. Instead, fishing in marine national monuments would continue to be regulated under the Magnuson-Stevens Act in accordance with other applicable laws. The effect is to remove presidential authority to regulate fishing in these areas under the Antiquities Act and keep regulation under the existing fishery management framework.
