Summary

The bill adds a procedural rule preventing the Senate and House from considering budget reconciliation measures that would provide funding for military operations against Iran unless Congress has first authorized such operations through a declaration of war or specific military authorization. The rule applies to direct military operations, strikes, and sustained armed conflict involving U.S. forces or proxy forces operating under U.S. direction or material support. Reconciliation measures are a type of legislation used to implement budget policies and bypass certain procedural requirements in the Senate. The bill amends the Congressional Budget and Impoundment Control Act of 1974 to establish this restriction as a point of order that can be raised during floor consideration. This would require any funding for Iranian military operations to be authorized separately rather than included in broader fiscal packages.
