A BILL
To amend the National Nutrition Monitoring and Related Research Act of 1990 to codify the Dietary Guidelines for Americans, 2025-2030, issued jointly by the Secretary of Agriculture and the Secretary of Health and Human Services, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Food Reform for Effective and Sustainable Health (FRESH) Act of 2026”.
SEC. 2. AMENDMENT.
Section 301(a)(1) of the National Nutrition Monitoring and Related Research Act of 1990 (7 U.S.C. 5341(a)(1)) is amended—
(1) in the 1st sentence by striking “publish a” and inserting “submit to the Congress a proposed”,
(2) in the 2d sentence by striking “, and shall” and inserting “and, only if approved by Congress by law, shall”, and
(3) by adding at the end the following: “The Dietary Guidelines for Americans, 2025-2030, 10th edition, issued jointly by the Secretary of Agriculture and the Secretary of Health and Human Services on January 7, 2026, pursuant to this section shall not be modified or superseded except in accordance with this subsection.”. <all>
