Summary
This bill amends the Research and Development, Competition, and Innovation Act to add a research security requirement for institutions of higher education seeking federal research and development awards. Beginning two years after enactment, each federal research agency must require institutions applying for R&D awards to certify that they do not operate branch campuses in nine specified countries: Venezuela, North Korea, Iran, China, Cuba, Turkey, Russia, Qatar, and any other countries the Secretary of State determines appropriate. The bill defines a branch campus as a geographically separate unit from the main campus that is permanent in nature, offers degree-granting courses, and has faculty and administration specific to that unit with budgetary and hiring authority. Institutions that operate branch campuses in these designated countries would be ineligible to receive federal research and development awards unless they cease operations at those locations.
