HR 8257 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To amend section 6903 of title 31, United States Code, to provide for additional population tiers, and for other purposes.
Summary
The bill modifies the Payment in Lieu of Taxes (PILT) program to include additional population tiers and lower the eligibility threshold for small local governments from 5,000 to 500 residents. It establishes a graduated payment formula where smaller local governments receive higher per-capita federal payments, ranging from $514.50 per capita for communities with 500 people to $92.50 per capita for those with 50,000 people. The changes adjust federal compensation to local governments for non-taxable federal lands located within their boundaries. The bill applies these new payment rates to determine the maximum federal payment each eligible local government can receive based on its population size.
