Preserving Social Security and Medicare for Citizens Act of 2026
To amend titles II and XVIII of the Social Security Act to limit Social Security and Medicare benefits to certain individuals, and for other purposes.
Summary
The bill limits Social Security benefits to U.S. citizens and nationals and to aliens lawfully admitted for permanent residence, with the restriction applying to benefits for months after enactment. It modifies Medicare eligibility rules by amending provisions related to who may be covered. The bill also expands the application of FICA payroll taxes by removing certain existing exemptions from tax on remuneration. Individuals already enrolled in Medicare before enactment are grandfathered in and retain their coverage. These changes would take effect at different times depending on the provision, with Social Security changes applying to future monthly benefits and FICA tax changes applying to remuneration paid after December 31 of the year of enactment.
