To amend title 18, United States Code, to prohibit a chemical abortion without the physical presence of a healthcare provider.
Summary
The Clean Water for All Life Act would make it a federal crime to provide chemical abortion drugs without meeting three requirements: physically examining the patient, being physically present at the location of the abortion, and providing a catch kit and red bag medical waste with disposal instructions. The bill defines chemical abortion drugs to include mifepristone, misoprostol, and similar drugs developed for causing abortion. Violations would result in imprisonment of up to 5 years, fines of up to $50,000, or both, for each occurrence. The bill includes exceptions for acts performed to save the life or preserve the health of the unborn child, remove a dead unborn child from spontaneous abortion, or address an ectopic pregnancy.
