To amend the Federal Food, Drug, and Cosmetic Act to require a warning label advising that the effects of mifepristone can be counteracted, to amend the Public Health Service Act to establish a hotline to provide information to women seeking to counteract the effects of mifepristone, and for other purposes.
Summary
The Second Chance for Moms Act of 2025 amends the Federal Food, Drug, and Cosmetic Act to require mifepristone labeling to include a warning statement indicating that the effects of mifepristone can potentially be counteracted by natural progesterone and directing users to contact a specified hotline for more information. The bill requires the warning label to be printed in conspicuous text and takes effect six months after enactment. The bill also amends the Public Health Service Act to require the Secretary of Health and Human Services to establish or maintain a toll-free hotline available 24 hours a day, seven days a week, to provide support for women seeking to reverse the effects of mifepristone. Referrals through the hotline may only be made to health care providers that offer abortion pill reversal services.
