Mrs. Watson Coleman (for herself, Mr. Johnson of Georgia, Ms. Clarke of New York, Mr. Moulton, and Ms. Lois Frankel of Florida) introduced the following bill; which was referred to the Committee on the Judiciary

A BILL

To provide that the Proclamation entitled, “Restriction On Entry Of Certain Nonimmigrant Workers” shall have no force or effect.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Welcoming International Success Act”.

SEC. 2. NO FORCE AND EFFECT FOR PROCLAMATION RELATING TO H-1B VISAS AND WAGE LEVELS.

The Proclamation entitled, “Restriction On Entry Of Certain Nonimmigrant Workers” and issued on September 19, 2025, shall have no force or effect and no Federal funds may be obligated or expended to carry out such Proclamation. <all>
