To require the Secretary of Veterans Affairs to establish and maintain a database of certified veteran-owned small businesses and service- disabled veteran-owned small businesses to assist the Department of Veterans Affairs in meeting its subcontracting goals, and for other purposes.
Summary
This bill would require the Department of Veterans Affairs to establish and maintain a database of veteran-owned small businesses that are certified by the Small Business Administration. The database would help the VA meet its goals for contracting with veteran-owned businesses and distinguish between those owned by veterans without service-connected disabilities and those owned by service-disabled veterans. Large businesses bidding on VA contracts would have access to the database to use in meeting their small business subcontracting requirements. The bill excludes from the database businesses in mentor-protege programs or those without at least two past satisfactory prime contracts. The database must be implemented using existing VA resources and funding, with a sunset date of December 31, 2028.
