Summary

This bill amends the Higher Education Act of 1965 to change the eligibility criteria for historically Black colleges and universities (HBCUs). Currently, HBCUs are defined as institutions established before 1964. The bill extends this deadline to November 8, 1965, allowing schools established between those dates to qualify as HBCUs if they meet all other required criteria. The amendment would expand the number of institutions that can be designated as historically Black colleges or universities.
