Summary

This bill amends the Federal Water Pollution Control Act to modify how the Patrick Leahy Lake Champlain Basin Program is managed. It allows the EPA Administrator and program Steering Committee to jointly select a qualified fiscal agent instead of using a fixed agency, with the flexibility to reassess and change the agent every five years through a competitive process. The bill also authorizes the Great Lakes Fishery Commission to undertake fisheries, invasive species, and ecosystem work on Lake Champlain, and extends the program's authorization through 2032.
