Summary

The bill would increase transparency requirements for the Nonprofit Security Grant Program by requiring the Department of Homeland Security to submit detailed reports to Congress both before and after grants are awarded. Prior to making grants, the Administrator must submit a report within seven days that includes the number of applications received, the number of grants to be awarded broken down by state and high-risk urban area, the aggregate grant amounts, and specific information about each grant recipient including their name, address, and grant amount. After each fiscal year, the Administrator must submit an annual report within 90 days that includes information about applications and grants by state and high-risk urban area, how grant recipients expended their funds, and details about the program office's operations and staffing.
