Prohibiting Abortion Industry’s Lucrative Loopholes Act
To amend title IV of the Public Health Service Act to prohibit sale or transactions relating to human fetal tissue.
Summary
This bill amends the definition of "valuable consideration" in federal law regarding human fetal tissue to expand what constitutes a prohibited transaction. The expanded definition includes any direct payment or debt incurred, gifts or recognition of value, waived or forgiven fees or debts, transfers or services provided without charge or at reduced rates, and payments for transportation, implantation, processing, preservation, quality control, or storage of fetal tissue. By broadening the definition of "valuable consideration," the bill extends the existing prohibition on the sale or transaction of human fetal tissue to cover a wider range of activities and financial arrangements involving fetal tissue.
