Summary

This bill amends the Small Business Act to increase the Small Business Administration's (SBA) loan guarantee participation for small businesses in U.S. territories to 90 percent on a deferred basis. The increase applies to loan guarantee programs under Section 7(a)(2) of the Small Business Act, with exceptions for certain specific loan programs and pilot programs designated in the law. The higher guarantee level is intended to make it easier for small businesses in U.S. territories to access SBA-backed loans.
