Rural Service and Workforce Corps Act
To establish a program to fill critical rural workforce shortages through an education assistance and loan repayment in exchange for service in designated rural areas, and for other purposes.
Summary
The Rural Service and Workforce Corps Act establishes a federal program to address workforce shortages in rural areas by offering scholarships, tuition assistance, student loan repayment, wage support, and relocation incentives to individuals who commit to three years of service. The program targets critical employment sectors including healthcare, skilled trades, energy infrastructure, utilities, and other industries with aging workforces. It prioritizes rural areas designated as persistent poverty counties, health professional shortage areas, or communities with tribal or Native populations. Public, nonprofit, cooperative, tribal, and private employers meeting specified wage and training standards can participate in the program. The Secretary of Agriculture administers the program in coordination with other federal departments and must report to Congress on its effectiveness within four years.
