Summary

This bill amends the Colorado River Basin Project Act to change how water shortages are distributed among Arizona, California, and Nevada. When the Secretary determines that Colorado River water available to the Central Arizona Project is insufficient, the three states' water diversions for consumptive use would be reduced proportionally based on their base annual allocations. The amendment removes preference for existing water rights, applying the proportional reduction uniformly rather than protecting holders of previously established rights.
