To impose additional duties on goods imported into the United States.
Summary
This bill imposes additional tariffs on imported goods based on the United States trade balance with their country of origin. Goods from countries with which the United States has a trade surplus would face a 10 percent tariff, while goods from countries with a trade deficit would face a 15 percent tariff. These tariffs would be imposed on top of any existing duties already required by law. The President may reduce these tariff rates if determining such reduction is in the national or national security interest, but must consult with Congress before doing so.
