A BILL
To amend title 38, United States Code, to relax restrictions on filling certain vacant positions at the Department of Veterans Affairs.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Accountable Leadership for Veterans Act of 2025”.
SEC. 2. SENIOR EXECUTIVE SERVICE POSITIONS IN THE DEPARTMENT FILLED BY NONCAREER APPOINTEES.
Section 709(a)(1) of title 38, United States Code, is amended by striking “5 percent” and inserting “10 percent”.
SEC. 3. UNDER SECRETARY FOR HEALTH.
Section 305 of title 38, United States Code, is amended to read as follows: “Sec. 305. Under Secretary for Health “There is in the Department an Under Secretary for Health, who is appointed by the President, by and with the advice and consent of the Senate.”.
SEC. 4. UNDER SECRETARY FOR BENEFITS.
Section 306 of title 38, United States Code, is amended to read as follows: “Sec. 306. Under Secretary for Benefits “There is in the Department an Under Secretary for Benefits, who is appointed by the President, by and with the advice and consent of the Senate.”. <all>
