Summary

This bill defines what constitutes a "reasonable rate" for ocean shipping to noncontiguous U.S. areas such as Hawaii and Alaska. Under the bill, a shipping rate is considered reasonable if it falls within 10 percent of a comparable international ocean rate index recognized by the Federal Maritime Commission. The bill amends federal transportation law to establish this benchmark for evaluating whether shipping companies are charging excessive rates for domestic ocean trade to these regions.
