Summary

The bill amends the Workforce Innovation and Opportunity Act by removing a requirement that 75 percent of certain youth workforce investment funds be allocated specifically to out-of-school youth. This change would provide more flexibility in how workforce development funds designated for youth are distributed. States and local workforce boards would have greater discretion in determining how to allocate these funds between in-school and out-of-school youth programs.
