Rural Housing Regulatory Relief Act

To exempt from the requirements of NEPA the provision of certain assistance for the construction or modification of residential housing on infill sites, and for other purposes.

Introduced Nov 28, 2025

Latest action (Nov 28, 2025) Referred to the Committee on Financial Services, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

Summary

The bill exempts USDA rural housing assistance programs from National Environmental Policy Act (NEPA) review requirements when the assistance is for residential housing construction or modification on infill sites. Infill sites are defined as locations served by existing infrastructure such as water lines, sewer lines, and roads, but the exemption excludes sites with only road access, sites in high-risk areas for wildfire or flooding, and undeveloped greenfield sites. The NEPA exemption applies to six USDA housing assistance programs authorized under the Housing Act of 1949. Within five years, the Secretary of Agriculture must report to Congress on whether the exemption reduced processing time and administrative costs, and provide recommendations on future NEPA exemptions for rural housing assistance. The exemption does not affect compliance with other applicable federal laws.
