Summary

This bill would require the Department of Housing and Urban Development to review Federal Housing Administration construction financing programs and identify barriers to modular home development and financing. The Secretary must report within one year on programmatic features, such as construction draw schedules, that restrict participation by modular home developers, and recommend policy changes to address these barriers. Within 120 days of the report, the Secretary must initiate a rulemaking to examine alternative draw schedules for construction financing to modular and manufactured home developers. The bill also authorizes grants to study the feasibility of a standardized coding system for modular homes.
