Housing Financial Literacy Act of 2025
To require the Secretary of Housing and Urban Development to discount FHA single-family mortgage insurance premium payments for first-time homebuyers who complete a financial literacy housing counseling program.
Summary
This bill would require the Secretary of Housing and Urban Development to provide a discount on FHA mortgage insurance premium payments for first-time homebuyers who complete a financial literacy housing counseling program. The discount would be 25 basis points (0.25 percent) lower than the standard mortgage insurance premium rate established by the Secretary. The financial literacy counseling program must be completed before the homebuyer signs a mortgage application or sales agreement. The discount applies only to FHA single-family mortgages and only to borrowers purchasing a home for the first time.
