Veteran Benefits Enhancement Act
To amend the Railroad Unemployment Insurance Act to clarify that military retirement pay shall not be considered to be a social insurance payment.
Summary
This bill would amend the Railroad Unemployment Insurance Act (RUIA) to exempt military retirement pay from being counted as a social insurance payment. Under current law, railroad workers receiving RUIA benefits may have those benefits reduced if they receive other social insurance payments such as pensions or government benefits. The bill would create an exception for qualified military retirement benefits, meaning that military retirement income would not trigger a reduction in RUIA benefits. This change would allow railroad workers who are military retirees to receive both their military retirement pay and RUIA benefits without having one reduced due to the other. The effect would provide enhanced benefits for railroad employees who have prior military service and are receiving military retirement compensation.
