Summary

This bill directs the United States Trade Representative, in consultation with the Secretary of Agriculture, to determine how to reinstate mandatory country of origin labeling for beef in compliance with World Trade Organization rules. The Trade Representative must submit a report to congressional agriculture and trade committees within 180 days of enactment, and every 180 days thereafter, describing progress toward this goal and recommending any necessary legislation. The bill also requires the Trade Representative to seek consultations with Canada and Mexico to resolve two WTO dispute settlements related to country of origin labeling requirements. The bill addresses previous WTO rulings that found the United States' mandatory country of origin labeling requirements for beef violated trade rules. The goal is to find a method to restore country of origin labeling for beef that complies with international trade obligations.
