Summary

This bill expands the Department of Veterans Affairs' Solid Start program to increase outreach to service members preparing to leave the military. The bill requires the VA to coordinate with the Department of Defense and establish direct contact with separating service members between 120 and 210 days before their departure. During these calls, the VA must inform members about transitional health care options, provide information about the closest VA facility, and share contact information for veteran service organizations that can assist with disability compensation claims. The bill also requires the VA to collect and share Department of Defense suicide prevention resources with members in crisis, and to use alternative communication methods like text or email if phone calls cannot reach members. The program would prioritize reaching out to women veterans and other underrepresented groups within the separating population.
