No CDLs for Illegals Act

To amend titles 23 and 49, United States Code, with respect to the issuance of commercial driver's licenses to certain unauthorized individuals, and for other purposes.

Introduced Oct 28, 2025

Latest action (Oct 29, 2025) Referred to the Subcommittee on Highways and Transit.

Summary

This bill amends federal requirements for commercial driver's licenses by requiring applicants to present documentation proving citizenship status, lawful permanent resident status, or valid work authorization, as well as proof of domicile in the state issuing the license. States would be required to use the SAVE system (Systematic Alien Verification for Entitlements) to verify lawful presence for non-citizen applicants and to deny commercial driver's licenses to applicants who cannot be verified as having lawful status. The bill authorizes the Secretary of Transportation to suspend federal highway funding for states that issue commercial driver's licenses in violation of these requirements, with funding reinstated when states achieve compliance. The bill also directs the Secretary to establish fines for trucking companies that knowingly employ drivers without valid commercial driver's licenses meeting these standards.
