To amend the Child Nutrition Act of 1966 to change the competitive bidding process for infant formula manufacturers under the special supplemental nutrition program for women, infants, and children, and for other purposes.
Summary
This bill amends the Child Nutrition Act of 1966 to change how infant formula manufacturers are selected for the Women, Infants, and Children (WIC) program. Under the current system, states conduct competitive bidding to select a primary manufacturer. The bill modifies this process to require states to select 2 manufacturers offering the lowest prices through sealed bids, rather than selecting only one primary manufacturer. Of the two selected manufacturers, one may be designated as primary and one as secondary. The change is intended to increase competition and potentially provide alternative options for infant formula sourcing in the WIC program.
