To provide that Members of Congress may not receive pay after October 1 of any fiscal year in which Congress has not approved a concurrent resolution on the budget and passed the regular appropriations bills.
Summary
The No Budget, No Pay Act provides that Members of Congress may not receive pay for any day after October 1 of a fiscal year if Congress has not approved a concurrent resolution on the budget and passed all regular appropriations bills by that date. The legislation prohibits any funds from being appropriated for Congressional pay during the period of non-compliance and specifies that Members cannot receive retroactive pay for such periods. The bill establishes a process where the Chairpersons of the Budget and Appropriations Committees in each chamber determine whether Congress is in compliance and certify the period during which Members may not be paid. The act takes effect February 1, 2027.
