No Taxation Without Operation Act
To suspend Federal individual income taxes during a lapse in appropriations, and for other purposes.
Summary
This bill would suspend the collection of federal individual income taxes during any partial or full government shutdown resulting from a lapse in appropriations. Citizens subject to ordinary federal income taxes on wages would not be liable for federal income taxes during the shutdown period, and no penalties or interest would accrue on unpaid taxes or unfiled returns during that time. For federal employees or contractors who are furloughed or working without pay during a shutdown, their back pay would not be subject to federal income taxes when received. The Treasury Department would be required to issue guidelines to employers to ensure compliance with these provisions across different types of wage arrangements.
