To prohibit any Executive agency from terminating employees during any period in which there is a lapse in appropriations, and for other purposes.
Summary
This bill would prohibit the President and heads of Executive agencies from terminating or removing civil service employees during any period in which there is a lapse in discretionary appropriations, including as part of reduction in force actions. The prohibition would not apply to political appointees in Executive Schedule positions, noncareer Senior Executive Service positions, or Schedule C positions. The bill aims to protect career federal employees from termination during government shutdowns.
