A BILL
To limit the authority to impose duties on articles of food.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “No Tariffs on Groceries Act”.
SEC. 2. LIMITATION ON AUTHORITY TO IMPOSE DUTIES ON ARTICLES OF FOOD.
(a) In General.—The President may not impose duties proposed by the Presidential Administration on articles of food unless—
(1) the President transmits to Congress a request to impose such duties; and
(2) such request is subsequently and specifically approved by an Act of Congress.
(b) Exception.—The limitation in subsection (a) shall not apply with respect to existing tariff-rate quotas on articles of food.
(c) Articles of Food Defined.—In this section, the term “articles of food” means—
(1) articles used for food or drink for man or other animals;
(2) articles used for components of any articles described in paragraph (1); and
(3) seeds, fertilizers, manures, and agro-chemicals. <all>
