Summary

This bill would limit the President's authority to impose tariffs on articles of food and related agricultural products. Under the bill, the President could not impose new tariffs on food, food components, seeds, fertilizers, manures, or agro-chemicals unless the President first requests Congress to approve such tariffs and Congress subsequently approves the request through legislation. The bill would not affect existing tariff-rate quotas on food articles, which would remain in place. The bill defines "articles of food" broadly to include food and drink for humans and animals, components used in food products, and agricultural inputs such as seeds and soil amendments.
