To amend title 38, United States Code, to increase the payments or allowances that individuals, including veterans service organizations, receive for transportation of veterans to or from facilities of the Department of Veterans Affairs, and for other purposes.
Summary
The HEAL Act modifies Veterans Affairs transportation benefits for veterans traveling to VA facilities. The bill changes the mileage reimbursement rate from the current 41.5 cents per mile to the General Services Administration's rate for privately owned vehicles, which adjusts periodically. It eliminates deductibles that the VA may have charged veterans for travel related to examination, treatment, or care. The bill also expands reimbursement eligibility to include veterans service organizations, local government veterans agencies, and approved personal care service providers that transport veterans to VA facilities.
