To allow the Administrator of the National Aeronautics and Space Administration to establish a research center for deep space and interplanetary research, and for other purposes.
Summary
This bill authorizes the NASA Administrator to establish a university-affiliated research center to support deep-space exploration and interplanetary research. The research center would provide funding and engineering support for analyses related to cis-lunar missions (between Earth and the Moon), deep-space missions, and interplanetary research. The center must be held accountable for the technical quality of its work and must have expertise in bringing together academic institutions and private sector partners to facilitate collaborative research and public-private partnerships. The NASA Administrator is directed to develop policies and procedures governing participant selection, contract awards, use of competitive versus sole-source awards, and required technical capabilities. Eligible entities to participate include institutions of higher education, federally funded research and development centers, and nonprofit research institutions.
