H. R. 5142 To amend the Agricultural Trade Act of 1978 to establish a condition on the provision of assistance under the export enhancement program for the export of durum wheat.
Summary
This bill amends the Agricultural Trade Act of 1978 to restrict export assistance for durum wheat when domestic supplies are low. It prohibits the Commodity Credit Corporation from providing assistance—including agricultural commodities, cash payments, or other bonuses—for durum wheat exports when the Secretary of Agriculture projects a stock-to-use ratio of 40 percent or less for that marketing year. The restriction applies each marketing year based on the Secretary's projection of domestic durum wheat inventory levels relative to usage. This measure aims to prioritize domestic durum wheat availability during years when supplies are relatively constrained.
