Mr. Burchett (for himself and Mrs. Luna) introduced the following bill; which was referred to the Committee on Oversight and Government Reform, and in addition to the Committees on Armed Services, and Intelligence (Permanent Select), for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To provide whistleblower protections to Federal personnel for disclosing the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “UAP Whistleblower Protection Act”.

SEC. 2. WHISTLEBLOWER PROTECTIONS FOR DISCLOSURES RELATING TO THE USE OF FEDERAL TAXPAYER FUNDS TO EVALUATE OR RESEARCH UNIDENTIFIED ANOMALOUS PHENOMENON MATERIAL.

(a) Federal Civilian Employees.—Section 2302(b)(8) of title 5, United States Code, is amended—

(1) in subparagraph (A)—

(A) in clause (i), by striking “or” at the end;

(B) in clause (ii), by striking the comma at the end and inserting “, or”; and

(C) by inserting after clause (ii) the following:

“(iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material,”; and

(2) in subparagraph (B)—

(A) in clause (i), by striking “or” at the end; and

(B) by inserting after clause (ii) the following:

“(iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material; or”.

(b) FBI.—Section 2303(a)(2) of title 5, United States Code, is amended—

(1) in subparagraph (A), by striking “or” at the end;

(2) in subparagraph (B), by striking the period and inserting “; or”; and

(3) by inserting after subparagraph (B) the following:

“(C) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.”.

(c) Department of Defense.—

(1) Armed forces.—Section 1034(c)(2) of title 10, United States Code, is amended by adding at the end the following:

“(D) The use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.”.

(2) DOD contractors.—Section 4701(a)(1) of title 10, United States Code, is amended by adding at the end the following:

“(D) The use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.”.

(d) Federal Civilian Contractors.—Section 4712(a)(1) of title 41, United States Code, is amended by inserting after “a gross waste of Federal funds,” the following; “the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material,”.

(e) Intelligence Community.—Section 1104 of the National Security Act of 1947 (50 U.S.C. 3234) is amended—

(1) in subsection (b)(1)—

(A) in subparagraph (A), by striking “or” at the end;

(B) in subparagraph (B), by inserting “or” after the semicolon; and

(C) by inserting after subparagraph (B) the following:

“(C) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material;”; and

(2) in subsection (c)(1)(A)—

(A) in clause (i), by striking “or” at the end;

(B) in clause (ii), by striking the semicolon at the end and inserting “; or”; and

(C) by inserting after clause (ii) the following:

“(iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.”. <all>
